The stock browser has always had the nice feature of being able to open a new window (tap menu, and you will see "windows")
In 2.1, however, this has gone awry.
It seems that any time you navigate to a new site, either by using a bookmark or by typing in a new URL, it does so by opening a new window. This is not at all obvious to the user until, as happened to me for the first time since updating, the browser tells you, "Too many windows open" and refuses to access the new URL.
THen you have to open the windows menu and start closing windows that you didn't want open in the first place.
And this is with "Block Pop Ups" checked.
BUG or poorly implemented feature -- it didn't do this in 1.5 (which only opened a new window if you explicitly asked it to.)
