About a week ago, I began having problems with my LG Optimus F3 (With Virgin Mobile). My messaging and phone icons would not work and I could neither text message or call. I then tried turning of my phone and restarting. When I turned my phone off, I tried turning it back on, but it would not turn on. The button kept flashing green and red lights, but the screen remained black after the Virgin Mobile logo came up. I took out the battery and after taking out and reinserting the battery about 5-6 times, my phone finally worked.

Is there any explanation for why my phone can not turn on properly or have functional messaging and calling? I am close to full on memory, but this didn't seem to be an issue in the months prior. Is this possibly a battery issue? Also, I can not access my settings and it displays "unfortunately com.android settings has stopped".

Thank you.

It sounds like your internal memory became corrupt some how. I would do a factory reset.
Turn off the phone, and hold down Volume Up & POWER. When it asks you if you want to perform a factory reset, press the power button, and then press it again to confirm. Afterwards your phone will reboot. It will take a bit to boot but afterwards it will be brand new.

Then go into
Settings > System updates > Update profile
Reboot
Then go into
Settings > System updates > Update PRL
