Help ADB Install error?

Trying to adb install an app, and I keep getting :

I had googled and thought it was because it was unsigned, so I tried signing it with SignAPK.Jar, but it still fails.

Ideas on to what causes this? On Froyo 2.2

Also tried this to install via recover, but still nothing.

I am having similar problems try to install the HtcFMRADIO.apk after a Fresh 3.2.0.0 root.
