Help Battery percentage displayed differently after restarting sgs2

I decided to restart my phone since I thought there was a bug with the app. Before turning the phone off, the battery was 37% with the circle battery widget. When I turn on the phone, the same widget says its 17%. Is this normal?

Yup, it just means that the software 'fuel gauge' has been temporarily confused by the restart. It should adjust itself over an hour or two of use.
