Cannot active Google Maps on HTC Incredible 2

I have a Verizon HTC Incredible 2, Android Version 2.3.4.

When I attempt to start the Google Maps (or Navigation) application, my "Locale" settings for the phone, where you select the language for the phone, opens. I select English, but as soon as Maps returns to the screen, the Locale settings for language appear again. This happens endlessly.

I tried uninstalling updates to Maps, but this makes no difference.

Any help will be greatly appreciated.

Do you have your Google account set up? Do you have "Use wireless networks" checked? I assume you are in the US.

Thanks for jumping in to help. Yes, I am in the US. I have had the phone for the better part of a year, and it is fully set up and otherwise working fine. (Even Google Earth works fine, including GPS function. It has no problem finding my location).

Are you referring to "Use wireless networks" in Location Settings?
