Help Can't enable voicemail app

Hello -

My wife and I both got upgraded to Marshmallow last month. On her phone she will get a voicemail and the notification icon sticks even if she saves it. So I went to the voicemail app in settings...and it's disabled and is grayed out so I cannot enable it (mine is enabled and working fine). She has no other voicemail application. I can clear the cache but that doesn't work. We've even gone in and turned voicemail notifications off/on within Verizon's system. Very odd.

Any ideas on how to enable that? I did wipe the cache partition. If nothing else we will reset the phone.
