ChinaFone always on roaming---Fix??

Hi All
Every data sim I put in this phone goes onto roaming regardless of it turned on or off so what is the fix? this only seems to apply to data switched on and not normal call use ?
R above both signal strengh meters and aeroplanes--A9550 android version 4.06

Pretty sure Android 4.0.6 doesn't exist from a quick google, ICS is up to 4.0.5

Says in 'About Phone' along with all other spec but the question was not about that
