The reason I say to decide before you root is to save some headache. Basically the s-off process is done pre-root now. It is done after the bootloader unlock. No rom flash or superuser flash.
S-off will save you headaches in the future for flashing other roms, but is not required. You will be limited to stock based roms without s-off, and no jellybean.
Being s-off also gives more options to revive the phone when something goes wrong.
