Help Connections Optimizer agreements window keeps popping up.

I just replaced my Note 2 for the second time and updated to kitkat. I have been getting the Connections optimizer agreement and settings window continuously. It pops up I agree go to settings uncheck optimizer and then back out. Later it will pop back up asking me to agree to terms and agreements and take me back to settings. Has anyone else had this issue? I have insurance so I could take it in if need be.
