Help Downloading/Moving Files to a Home Screen

This is something that has been bothering me for awhile. I have a few PDF's that contain information that is usually needed on a weekly basis. I've downloaded them from online and they're stored in the download folder, but it always takes so long to access that.

Basically, is there a way to download files to a Folder widget that is placed on a home screen or place a shortcut to the download folder? Thanks.

I just use DropBox. I can access any pdf, PP, word document, etc just by clicking on the DropBox icon on my homescreen and then choosing the document.
