Root droid eye application in velocity 1.0

What is this app? It shows up in the manage applications window inside of the settings but its not on the app drawer. Google search says it allows you to get the droid eye background? Why would you need an app for a wallpaper and I didn't even see that wallpaper in the available selection that came with velocity. I actually have two versions of this app. Version 1.0 and version Pete. Although the options under manage applications (move to sd, force close, uninstall, etc) are all greyed out. Anyone know what this thing is/does/ why it's there?

Its a live wallpaper, you can delete it if you would like.
