gps tracking.

My son had a provider on his phone and I made it a requirement to use the gps tracker with latitudes. He no longer has a provider for cell service but uses the device on wifi. After some testing I found out the only way the device reports, is when its connected to some network. I was always under the impression it made notes while off line to a file. Then once a connection was available it just updated their latitude server with the info. Apparently this is not the case. IMO that was just a dumb decision not to do that? GPS works fine with out wifi or a data plan and would give much batter accuracy.

Anyways, I was wondering if anyone happened to know if there are apps that actually do this offline method.
