Intermittant Push Mail

I have an EVO and push mail works fine but it works occasionally. It should be pushing all the time during my peak times but doesn't. I do have checked allow "always on data." When the phone is sleeping it doesn't seem to work unless the screen/phone has been on within say ten minutes or so... After that it acts like it is "hibernating" and won't show the message until I turn on the phone which can be a few hours later... Then it "checks" the mail and pushes

Any ideas as to why push mail isn't ALWAYS pushing during my PEAK times?

I'm using m.google.com for my server

Additionally why doesn't the groups in my contacts in Gmail show up in the phone?
