Help Looking for resize picture app that keeps printing quality

I need to resize pictures of this size: 4452 x 2048 in or 157,06 x 72,25 cm. and 72 ppp to this size: 7,873 x 3,543 in or 20 x 9 cm and 300 ppp. I have to resize them in an android tablet. Can anybody tell me how? I was looking for an app that could do it but I don't find any. waiting for your answer, thank you very much, Alex HB
