Mobile Website question from app novice

Hi and thanks in advance for any help you can provide with my question.

I have an idea for an app, but I think it would be better suited as a mobile website. I would like the Springboard (think that's what you call it) to open up the mobile website instead of an actual app . I was wondering though, if I was to create my idea this way, if there's a way for a mobile website to use a smart phones notification system?

I hope my question makes sense. I know literally nothing about apps and how they work.
