Help One plus 9 stuck in set up loop

When I wipe my one plus 9 it comes up with a message saying "your device is enrolled in the android 12 developer preview program" which causes a red tint to appear on the screen with white text displaying various it's of information such as what process is running (e.g: com.android)

The phone also can't get past the copy apps and data screen, it just get stuck in a loop after starting to process! I have tried connecting it to a pc but it doesn't detect the phone and I have factory reset it in every way I can!

Any help on this is greatly appreciated, I think I need to flash wipe it but don't know how to

how did your phone get in this state? the beta android 12 dev preview program is for pixel phones, i believe. how did your phone get it? is the phone rooted?

It was provided to me buy a friend who borked it as they couldn't fix it so I'm not sure exactly what they did

Whom without knowing what was done. Can you get to download mode or fastboot mode? If not then you are sol. Not much you can do at this point.
