Help RAM Usage?

So it seems we have around 750-800mb of RAM. I'm curious why when I have no running apps or processes, why am I using almost 650-700mb of RAM? Is all that being used by the OS?

Android keeps the necessary apps loaded in ram... That's a good thing.
This keeps android running fast and smooth by having apps ready on standby in ram. If your ram was empty things would take longer to open and you may experience some lag. Don't worry about the ram, android 4.0+ does a great job managing it.

Just seems like it's always close to being out of RAM. Steadily around 50mb or less of RAM.
