Apps Restful backend for mobile android app development without BaaS

I have a question to our coming project. We want to create a website that is used as Restful backend and CMS for mobile apps. We want to host the website on our own server and use a mobile framework for the development of native apps.

One important condition is the use of free frameworks (We want to host the backend and don't pay monthly fees.)

Our plan looks as follows:

Website: choose a development framework. One of the following:
  • Rails
  • Drupal
  • Play
  • Combination with Backbone.js?

App: choose a mobile framework for the app development. One of the following:
  • PhoneGap
  • M-Project
  • Appcelerator

Currently, we prefer the following combination:
  • Play
  • PhoneGap
  • Bootstrap for responsive design of the website

What do you think, is that a reasonable combination with the given conditions?
