same provider calls

hello!

in my country there are three mobile network providers
each of them has an offer to send a specific sms to enable a special offer package in order to talk very cheap with numbers of the same provider

I want a three (or even two) sim phone, that will automatically detect the provider of the number I want to call and call it from the appropriate sim (I know this is possible someway, but not sure)

if this cannot be done, I could just specify which number to call with which sim, by asking the owner of the number (excluding numbers with onwers that I dont know)

then, I want to automatically calculate the total minutes and notify me when the offer package ends

if it can automatically send sms to renew it, it would be best

are all these possible with android?
