Root what update increased the cpu to 600mhz instead of 550mhz

It is related to the new kernel. When the Motorola A855 was first released the kernel was 2.6.29 and was clocked to 550mHz. Then when the 2.6.32 kernel source was released on AOSP, that is when the Wireless tether and USB tether was enabled as well as 600mhz, yet even that can be clocked to 800 mhz.

Further info is this. The 2.6.29 kernel is/was compatible to Android versions 2.1 and below. This is old news. The newest kernel as mentioned is 2.6.32, compatible with Android versions Froyo and Gingerbread/2.2.x/2.3.x.
