Widgets disappearing on reboot

Hi, I have a N1 with froyo installed.

The problem goes when I restart my phone, the widget disapears (like battery life). If I try to add the widget, doesn't appears in the widgets list.
I've saw that if I go to applications and I select the application to install on phone memory, I can select in the widget list.

Is these normal? Is a bug? Do you have the same problem ?
