Help Where can I post enhancement requests?

Good Day!
While the Android is clearly the best phone I have ever owned, there are a couple of niggly issues that I feel could make it even better if resolved.

One of these is the way it automatically turns itself on whenever I unplug it from its usb charger.

I don't know about anyone else, but I plug my phone in when it needs a charge, and use it while it's plugged in. The only reason I generally unplug it is when I need to go somewhere. Which usually means that I want to grab my phone and go - Not grab my phone, wait a second for it to activate, then shut it off and go.

Is there a place where I could post such a request and havve it considered?

the only place that i know of would be htc. but i really do not think that much will come of it. you never know i guess.

but for me, this is not an issue. i just click the power button before it turns on and it goes right to sleep.
