Everytime I flash PacLP it's disabled. I've tried enabled roms as well. It's not the reason

Ok, I can confirm the reason for FC's is the lockscreen. I just disabled it, and the ROM works perfectly fine. So, something related to the lockscreen changed between version 2/19 and any version after that.
@xRaZeR_FuZioNx , very good research, but we not get fix. 
Currently I don't have thinks about what see more... In logcat we see problem with opening keymaster files, but no details why.
PS: one idea:
1. Delete keymaste.* files on /firmware
2. Revert firmware(modem.img) and delete keymaster.* on /system/vendor/firmware/keymaster
3. Copy keymaste.* files from /firmware to /system/vendor/firmware/keymaster
4. Try to rename it, add "r" to end of name, befor dot.
5. Delete keymaste.* files on /firmware
6. Delete keymaster.* on /system/vendor/firmware/keymaster
Reboot and test after each item.

cs restores everything, even if partitions are changed (in size) they will be restored to stock.

I personally have no more ideas for crash. Only thing left is that maybe you have different hardware revisions of the device, but this is hihgly unlikely...

I wondered the same! It's happened before but it makes no sense... I saw we make a test to see where in the world people have working/not MS323s

So, I would make a poll and see how many FC'ing MS323 users have either a revision C phone/updated to revision C

That too! How many had the phone come with revision C already on it. Like when they got it. Cause I got mine in the first DAY it was released

I had 3 MS323's, the first one came on version A, then it died, 2nd one came on version B, died too, current on version C. First two never had problems since I never came close to installing version C. This one did until I disabled the lockscreen and dirty flashed any CM based ROM.
Mines came preloaded with 10B. I got it on Decemberish. Guess I got from the old stash of ms323s, my friend got preloaded 10c... he has no problems with ROMs... kinda surprising. Flashed CM12 today for him. Now THAT's news.

What? Hmm, so it can't be possible, unless some devices can't open the keymaste(r) files for some reason.

Not a bad idea. I will try to look into it. But here is a hotfix for now:
1) Install version 2/19
2) Disable the lockscreen, and enable any settings that you want in the security menu.
3) Dirty flash any CM based ROM over it, and install GApps.
4) Download any secure lockscreen app on your phone.
Problem solved for now until the main lockscreen is fixed.
It'll really help once VM03 gets his MS323 shipped to him, still waiting... can't wait for it to come to Mother Russia

Compare between what? I promise it won't show anything unless you're comparing system files
Since you said there's different variants of the ms323, take a back screenie,of screenie behind the battery, blur out the semi and serial number if,needed.

That's extremely odd and we have FC's, I wonder what @crutchcorn has, might tell my friend aswell what he has.
