Help Restricted profile with forced VPN?

I have heard that the latest android release has a profile feature which allows you to have multiple profiles on your phone. I do not have an android but am wanting to get one. Before I do, I want to know if it is possible to have an administrative account and a restricted account. I want to be able to force the restricted account to use a VPN connection, using some firewall app perhaps. The restricted profile should also not be able to install new apps or remove existing ones. I would also like for the administrative account to be password protected with a real password, not a 4-digit PIN. Are these things possible?

You could use an app called MacroDroid to sense when VPN is active (the icon to turn vpn on/off would be hidden) and have it ensure that a locking app is always ON.

I'm still on 4.4.4 and don't see any way of creating individual profiles.

Have not used 5.0 yet as my carrier's version of it is the pitts and unreliable.
