I have a Kyocera hydro wave phone.
It has a Qualcomm 410 SOC. It's not rooted or anything. All stock.

Quad core 1200 MHz. I ran app app called stress test for CPU and cpu-z to monitor the temp.

I ran the CPU stress test on all 4 cores for about 2 min 30 sec. And then stopped it.

The CPU temps in cpu-z went up to 77°c. Is this too high of a temp when the phone at a full load or is it normal?

77C is well within spec for the the SD410, and in any case if thermal limits are exceeded the SOC will throttle itself to prevent overheating. If the device is stock then you could probably run the stress test all day without a problem. :)
