Sim Card is Perso - locked?

I just bought this Kyocera Hydro via a private party, and was told that all I needed was a sim card and that I could use it with a straight talk plan.

I bought the straight talk package and so far none of the cards seem to work, all I get is that it is "Perso-locked".

How do I unlock it? I have tried to factory reset it via the settings but so far nothing seems to work. When I called straight talk they were zero help and just said contact the manufacturer
 
This phone is probably still locked to either Cricket or Boost Mobile.
Whoever the original carrier is,you'll need to get with them for assistance to SIM Unlock.
Also,from the info I could find on this phone,it is 2G/3G capable only,no 4G.
Also,if by chance the original owners account is in arrears,the phone may be blacklisted.

It says not blacklisted, but that it still activated on an account

I'm getting the sneaking suspicion that this phone might be a little on "hot" side. Oh well I only paid 30 bucks for it.

That same site (SWAPPA) has an excellent reputation for buying & selling used phones.
I haven't used it myself (yet),but,it's the 1st place I'd go for a non-retailer purchase.
