HCT Mini M4 Brick Recovery Challenge

I got an HTC Mini m4 back from my daughter any time it has power it powers up into the boot screen. I can scroll with the vol keys and select with the power key to switch between the FASTBOOT and HBOOT screens. It is unclear how it got into this state but I do not believe rooting was involved, so I didn't post in that forum.

The recovery problem is...

1. I tried the stock recovery software from HTC but the phone will not boot into stock recovery (Android icon), it does bootloader reboot upon command (black screen) and then falls back to the boot screen. I conclude that the stock recovery is corrupted or missing now.
2. Bootrom shows LOCKED. I actually was able to grab the existing unlock token form the phone via Fastboot, send it to HTC and got the unlock token back. I fed it to the phone via Fastboot with no errors. Phone continues to show LOCKED. Obviously the Android step of accepting the unlock state didn't happen (phone bricked, see above) so the bootrom did not unlock.
3. USB debugging is probably disabled, but I have no way to really tell. ADB can't connect to the device, even on an old XP computer with no anti-virus software.
4. Since the bootrom is locked, I can't load any kind of recovery ROM. I tried, it fails.

I tried HBOOT menu FACTORY RESET and CLEAR STORAGE with no apparent effect. Image CRC returns 0x0 for all software components, a bad sign. The HBOOT RECOVERY link just returns to the FASTBOOT menu.

This one is a challenge, web searches have turned up nothing. Ideas?
