I suspect this is an expensive gamble by Samsung to gain market share in a country where clones and off-brands are taking a huge chunk of the market. By upping the specs, I suppose that they think Chinese consumers will prefer the real thing to less spec'd clones and off-brands. Putting that kind of storage and RAM into widespread production, however, would be cost-prohibitive and they would have little option but to pass that cost on to consumers. With the Note 7 already priced at $850, a 128GB storage / 6GB RAM option would likely push the cost toward the $1000 mark... and there is a real risk that Samsung would price itself out of the market.
