Advice required on finding a paid game

Hi. This question may have been asked (i did a couple of searches but no luck)...
I am looking for a builder game (like airport city) that DOES NOT want me to buy cash to progress at a reasonable rate. I understand free apps need to do this, so i would be willing to pay for one, as long as it doesnt still try to get more cash out of me once i am playing. Sorry of this is a repeat of other peoples posts.

To be honest, I don't think there is much like that. Build A Lot and Hotel City are both paid apps and require no further cash, however they're very objective driven/level based and don't have the freedom of Airport City.
