Help App Group Glitch

I have shortcuts for several groups of Apps on my home screens.
I've noticed that sometime when rotating the screen the current folder resorts back to "All Apps".
Sometimes it doesn't, it'll stay on that group no matter what I do.

Not a major issues.. it just seems like its working against. Every time I want to utilize the fact that it changes on flip, it never does. And when I don't want it to it does.

Also, is there anyway to set the applications shortcut on the dock to open "all applications"
I hate pressing that button and going to the last group that was open.

Is anyone else experiencing anything similar? Is it a Droid 3 thing? android thing? Or is my phone buggy?

mine changes from the app group to all apps when i rotate too. so far its been everytime. I also would like to find away to have the app button on the dock open all apps and not the last open app group
