Root [Boost Mobile] Phone doesn't charge beyond 29%

I'm sorry i'm posting alot but i've just been having problem after problem.

My phone stays on 29% when charging... when i take it off.. itt seems like the battery only did charge only 29% and it starts dying like normal..

I don't know if it's the battery or the phone.

I have a new battery coming on the way (extended battery)

but until then this is a really bad problem...

Funny you should mention that, I just had that issue with my extended battery. This was the first time I've seen it, so I just turned the phone off for a bit to let it charge more, then back on. It seemed to fix the issue for me, hope it helps.
