Can the quick settings be accessed from lock screen?

I'm thinking of buying a used moto X pure but I have a question first: can the quick settings panel be accessed from the lock screen? My current phone does not allow this and it gets quite annoying sometimes especially on devices without a fingerprint reader. Maybe one of you MXPE owners could help me with this?

Yes, it does allow the Quick Settings panel to be opened while locked, but making some changes (like toggle on/off mobile data) requires you to unlock but other settings it is not required.
