Help Can't Create Shortcuts On Homescreen

I just upgraded to 4.1.2. For the life of me I can't create shortcuts on any of the screens anymore.

According to what I've read, I should be able to long-touch the screen and create them, but there is no option for "Shortcuts". I only see "Set wallpaper", "Apps and widgets", "Folder" and "Page", but no "Shortcuts". I went here, Settings> Lock screen> Lock screen Options> Shortcuts, except, there is still no "Shortcuts" option.

I'm at a loss. Has anyone else experienced this?

Get a real launcher. The free version of Nova Launcher will do just fine.
