Help Charger messed up my phone?

Well, I usually drive using my Optimus V GPS and Pandora on. It has been working well so far with this charger I bought at this store for $10.

Last week I was driving and noticed that my battery was kinda low so I plugged in my car charger and immediately started hearing this buzzing noise coming out of the car speakers (my phone was connected to the car stereo for the GPS and Pandora). So I unplugged the charger and the buzzing stopped. Now my phone is not as loud as before, even at max volume.

Did I just messed it up? Is there any solution?

My roommate's been in electronics for 20+ years.. he said it sounds to him like the charger shorted, and that you probably need to have the speaker in the phone replaced. He also said things like that are hard to troubleshoot unless the technician has the phone sitting right there in front of them.
