Difficulty sharing Play Store apps between two devices

Scenario:

- 2 Android devices, we'll call them A and B. A runs Nougat; B runs Marshmallow.
- Device A only has google account Y. Device B has google account Z as primary and Y as secondary.

I am unable to access Play Store purchases and IAP's associated with account Y on device B.

Why? What can be done to correct this?
 
Just to check the obvious, the Play Store on device B is logged in to account Y? And you installed the app on device B when using account Y? If you installed it using account Z you won't be able to access Y's IAPs in the app, even if you change accounts in the Play Store app subsequently.

You could try uninstalling the app from your phone then reinstalling it via play.google.com using a web browser signed in to account Y. Test it with one of the apps.
