Hangout delivery reports (calling out T-mobile people)

Currently on AT&T, and delivery reports don't work on hangouts, I read that has to do with AT&T blocking it though?

does any one have T-Mobile and can confirm if delivery reports works with hangouts? (with Verizon people)

most of my friends are Verizon and I loved delivery reports on my GNex,
