That's almost a mirror image to my results here in nashville!

Except the highest dl speed I got was 4.09Mbps! Haha

2.5-3.5mb down / .33 up - in dfw area

According to the post in this forum, linked from XDA, your phone needs to be rooted in order to get the HSUPA upgrade.

You're required root because you are flashing a different firmware's radio on yours. If it's a leaked firmware and it's suppose to update the version you have on your phone, then you can update it manually.
