These 'providers' all charge a fee and don't always guarantee success. Unlocking the phone should be free from the carrier assuming you've met the minimum requirements.
I am not discounting the fact that they can in some cases unlock carrier locked phones, but how much do they charge? It looks like by the way the site is organized that by the time you find out the fee you have already given them all your information. That doesn't seem quite right.
