Help Images not showing in email, even though show images is checked in settings

Hello,
I have this same issue with the blue question mark box in place of embedded jpg images within an email message configured for Exchange 2003 using the Android 4.3 mail app. The phone is a Galaxy s3. I have tried:
-Increased receiving size to ALL
-Open images is checked.
-Re-adding the Exchange account
-Factory reset.
What else can I try? I've been searching the web for an entire day...no one has an exact answer and I'm hoping you guys do....fingers corssed.

I sometimes have the blue question mark in some emails no matter what the setting, but it sounds like you have it in all of them, right?

Yes, this is happening with all inline image HTML messages in the android 4.3 and 4.4 mail apps across several phones and even tablets I've tested. From what I'm reading this just doesn't work. It's insane and needs to be fixed. Am I missing something? Thanks for the reply.
