Inc2 stuck on bootloader

Bought a droid incredible 2 on ebay, every time it turns on its stuck on the bootloader screen. whenever i plug it in to my laptop, sometimes its recognized and other times its not, but even when it is i cant get to the internal storage. HTC sync doesnt recognize it either. Whenever i factory restore/recover it, it says verizon is updating, but then goes to caution sign with triangle. Heres what it says:

It also doesn't have a sd card, if that matters. any suggestions?
