Governor is speed switching scheme (fastest, battery saving, speed on demand and so on).
You need custom ROM with frequency scaling enabled kernel (CM7 or similar) and, of course, rooted phone to use this tool. If you don't have it, you can try to install it, but it will not work.

It's architecture of every CPU clocking app. Minimal frequency, maximal frequency and switching scheme (governor). Some also have profiles (how the app behave with high temp, low battery, charging, ...) like SetCPU, and are more "user friendly", you can find more on Market and maybe one of them will be better for you :
