Probably not. If I remember correctly, for devices that don't have native otg support, will need to have installed a modified kernel that has otg enabled. There's rom development work being done for the F60 and its variants now. So, custom kernels(that enable things like usb otg) maybe in the near future.

L70 and L90 both don't support OTG even with custom Roms. With l70 I know the hardware doesn't support it but I assume its hardware related on other low/mid lg devices. Keep searching there's an app by Chainfire to test this call USB Host Test or something like that
