plugged in .. screen on = slow discharge

i have a battery issue ..

its plugged into its original regular AC .. yet battery is discharging :/

this is an ongoing issue .. so annoying ..

I bought it in Thailand ..

used car charger .. power bank .. issue started ..
had it serviced in Vietnam .. they just opened disconnected .. connected the battery = fixed .. see this http://androidforums.com/threads/help-please-slow-charger-connected.1046876/

wish i could do it .. but needs opening ..
