"Policy Manager Service" on Motorola Phone

Could someone tell me exactly what this is for?
It's using up data at a rate of several MB day.

And Maps isn't too far behind. Is there way to completely disable it without jail breaking the phone?

And to be clear, Maps isn't being used and as far as "Policy Manager Service" is concerned, I don't know what it is so I can't comment on whether or not I'm using it.
