Problem with unblocking phone numbers

I have unblocked the call blocking from unidentified phone numbers, but my smartphone is still blocking calls from unidentified numbers again & again. How I stop the blocking of the unidentified numbers ??

I have the Xiaomi Redmi Note 5A Prime, with Android 7.1.2.

Probably something to do with spam. Cellphone call spam is definitely a thing now.
