Root Rooted evo compared to new Evo sent by Sprint.

I have been having slow data issues for some time now. Sprint sent me a new (refurb) phone and going thru the data profile and comparing the settings I noticed the new phone has a couple extra settings in there. the DSS Proxy Server Ip Address and the DSS proxy sever port. The new phone is 2 times faster data then my old phone. Could these extra settings have something to do with it. Also on my phone one of the settings the SPI MN-AAA was at 0 and the new one was 4D2 what is that?

Checked more settings that were different also under Advanced:

Old: Roam Orig EVRC new: Voice 13k (possible roaming 1x issue maybe??)
