If you create a contact and set it to the 'contact store' you want to be the default, the phone should remember this for when you create your next contact.
Just tested it and it does it on my phone.

Go to contacts app>click the '+' symbol in the top right.
At the top of the screen, (just under 'Create Contact - Cancel - Save bar' and above 'Name') is the storage option. Mine says 'Google' by default. Press this and you'll also see 'Samsung', 'SIM' and 'Phone'
I can see how when you make a new contact you can save it to sim, but how about existing contacts, how do i change the place they are saved to? (ie. contacts are currently saved in google account, but i want them saved on my sim)

I just got this phone (no, I am not up to buying the S4 yet, so I'm starting with an S3) and was wondering this myself. That's how I got to this thread...
So to answer the question just in case anyone else might be wondering (this thread is over a year old)
I don't think you can the place they are saved to once they are saved. You have to create a new contact and save it in your phone or wherever you want, and then delete the one you don't want.
