Apps Sound capabilities typical on a phone

I wrote a pc application that plays short .wav clips stored in memory, and I want to create a version for my phone. I'm new to android, and I've been searching the internet including youtube, and I don't see anything about calling sound clips from the code, or accessing a sound card. Is it possible to call and play sound clips (.wav or .mp3) from your code? Do phones typically have an internal sound card that is accessible via code? If yes to either, can someone point me to the API(s)?
