Help Talk on Skype over 4g/3g on Thunderbolt

I'm new to the android world and was wondering whether it's possible to use Skype to make phone calls to other cell phones and landlines in the United States over my data network, not just Wifi.

I would assume by root only, if i'm not mistaken?

Any idea if it's reliable to make phone calls wherever I have service? I tried the whole sipdroid with google voice method, but had trouble with either people hearing me on the other end or me hearing them on my end.

I don't use my phone a ton for phone calls, but I do need it to work when I use it. Should I just bite the bullet and get a voice plan?
