Is it bad to use your phone while plugged in (web browsing, music, tv)? I know it will take longer to charge, but is it bad for the battery or phone? Also, anyone else notice that it takes longer to charge after 2.2?

If your battery discharge is faster on 2.2 than on 2.1 (for some people, it is), then it will take longer to charge on 2.2 than 2.1. Solve the additional battery drain problem, and your 2.2 charge will be just as fast.

Only issue i've found while using the phone while charging is I occasionally get a grounding issue where the touchscreen Doesn't register input and I have to unplug it to reset the problem.
